One of the members of Toronto Windsurfing Club brought this to my attention and quite frankly it's a mystery to me too. When I score all of the racers as one group the strangest thing happens... In race 17 (for example) the person who I entered as a finishing 1st has 1.5 points, the person in second has 3.5 points and the person in 3rd has 5.5 points, which makes no sense to me. I'm using the standard low point scoring system and was expecting a 1 for 1st, a 2 for second... But that doesn't seem to be what's happening. Any suggestions?

Without seeing the Sailwave blw file it's not possible to be 100% sure but I guess that the results for race 17 have their positions entered as their position in the class so that their are 2 1sts and 2 2nds etc entered and this has then been scored as one group so Sailwave has then given them correctly 1.5 and 3.5 points each
You need to score this overall grouped by class and then it should be fine.

Another cause of split points is with handicapping, where two boats get the same corrected time.
