Our biggest stumbling block at the club when doing results is others not understanding hiding and unhiding competitors using the exclude function.
Is there a way of excluding during publishing so that the unsailed competitor list can remain on screen permanently but not on our results?

Firstly, welcome to the Sailwave User Group forum.
The short answer to your question in no it is not possible to exclude unsailed competitors when publishing. Sorry.
A suggestion. If you hide/exclude unsailed competitors by someone who knows what they are doing, when entering results it is possible for them to be unexcluded automatically. The ‘trick’ is have the the check mark as highlighted in screen grab below
