access denied etc

Hi,

I have (re?)discovered that on a multi-user machine like windows 2000 & XP,
users must be in at least in the power-user group for Sailwave to operate
correctly. Windows 2000 calls this a "Standard User" in the new user
wizard.

I'll try and relax this restriction but it will take some work to stay
backward compatible with windows 98.

Sailwave 1.58 will give you a warning on starting if you don't have
sufficient rights.
