Hi - Is there a way to add a penalty for consistent PHRF winners to try and level the playing field. Either by time (say adding 30 seconds to their time in the next race) or by adjusting PHRF rating.

As much as it pains me to say so, the way to do what you desire would be to use the feature that allows you to assign a new rating to a competitor. You can then decide if the change is for that race alone, or for all races going forward. As a club handicapper, and District Chief for PHRF-Lake Ontario I also suggest that what you want to do is not something I would support. If you have an issue with a boats rating, then re-rate it properly. If you make changes only at the club level, then experience tells me that the competitor will be confused down the road (How come I have a rating at the club that is different from my rating certificate?)We have had issues at clubs in the past with this, and believe me - it can get ugly. Especially if the changes are seen to be arbitrary.The boats that win do so because they probably deserve it. Instead of penalizing them, why not offer to have crew from these winning boats go on the competitors boats and coach them a bit. It can only improve racing skills all around then, and who knows, it may create new friendships.

I agree with Bill. While you can adjust ratings individually, doing so is unlikely to pass the "bulletin board test" and the club's confidence in the handicap committee will probably suffer.
If you decide to do this, I strongly suggest you do a good job of selling the rating hits to everyone in the fleet. I don't know about you, but if I suddenly starting beating a better-sailed boat just because his rating had been adjusted, I wouldn't feel like I had really won.
