I am trying to use Sailwave 1.95 (Build 6) to score a series utilizing
Appendix A9. As far as I can see, there is no way to implement this
other than by manual assignment of points. I have gone to each of the
DNC competitors and assigned them a points value via right-click, in
this case '7'. When I click on 'Score series' it changed some (but
not all) of the "7" to "7.5".
So then I decide to start an entirely new 'Series' since I don't have
that many boats. I do a couple races with of scoring but rather than
right-click assigning points to the DNC boats, I use the 'Sail num
wizard' to do it. This time when I click on 'Score Series' it changes
the "6" I had entered to "7".
I may have misunderstood your problem, but A9 scoring can be set up by
editing the scoring system (use the Scoring System button on the
toolbar, then the Scoring Codes tab). Personally I try not to manual
edit cells (as you always end up re-scoring anyway).

The default SW setup is to allocate average points for races ties - this produces the 7.5 in you example. If you select the Pro option `Non Standard race tie options’ (in User Interface), the tie can remain.
And the A9 scoring can be setup by clicking on the hand icon on the bottom LHS of Edit Scoring System', Scoring Codes’ and selecting Appendix A long series.
