I am trying to find a good scoring program that supports boat
rotations. I do not see that capability in Sailwave, or am I
missing something?

Hi. No you haven't missed anything, boat rotations a la Appendix KE are
planned but not implemented in Sailwave. You could have a look at RaceSail
(www.racesail.org); I believe that this program does have what you want.
