Yes - SWHelper.ini does not exist in a standard installation.
If it is not present then it uses all the default settings
Until recently you could create a SWHelper.ini file and store it in the same directory as the SWHelper.exe
When SWHelper.exe starts it looks to see if the SWHelper.ini file exists and changes the default parameters to any of those specified in the .ini file.
The current version of SWHelper.exe which is installed with the latest Sailwave install changes the location it looks for the SWHelper.ini because if it is in the Program files directory it gets deleted when you update. With it in the Ratings folder it survives updates.
