at chipsrtead sailing club we voted against chips as it has created a lottery and made people loose races and not gain places. One friend of mine had to consider not racing the last race of his series at the club in order to protect his position. He needed 9 boats or less to be able to race not caring wher he came. 9 boats turned up so he didn't race meaning there wasn't 10 boats racig(would of done if he raced). meaning he came first in his race series.

The situation where by the only way to loose is to sail in the last race can occur in most scoring systems. It may occur more often in high point systems, but it is not unique to CHIPS.
At the 70 boat 2006 International 14 World Championships, which used ISAF Low Point Scoring, the eventual winner Howard Hamlin did not sail the last race. Sailing the last race was the only way in which he might not win. Had he sailed and received a none discardable disqualification (DND) he would not have been World Champion. Sitting ashore guaranteed him the win.
