I can see a very old post from 2008 about this topic, but I’m not sure if it was resolved, is there a way of importing the race results from a csv file via a non-gui command line?

I suppose the simple answer is no because you have to have Sailwave running and the blw file you want to import the results into has to be open, and then you have to confirm the mapping of the CSV fields and adjust if necessary.
Decide if you wish to create competitors
Then any error messages get displayed in the GUI
I don’t see a lot to be gained from doing this from the command line. Perhaps you could explain why you want to do it this way.
If you really must do it
There are two possibilities, but these are rather advanced
- Put them directly into the .blw file
- Use the Windows messaging to put them into Sailwave
