I have the same boats in more than one fleet by using aliases so they can be scored with different handicaps. I use "Mark all unsailed competitors as excluded" from the Edit menu, and "Hide excluded competitors" from the View menu. When using the Sail num wizard, when a previously unsailed boat first sails a race, it correctly gets rid of the excluded flag because it's no longer unsailed, and appears in the published results. However the alias continues to be excluded and doesn't appear in the published results, which isn't the behaviour I'd expect or want. if i didn't want that boat to appear in the published results for the alias fleet, I wouldn't have set up an alias in that fleet. Can this behaviour be changed? (I can see you might want to re-exclude in some circumstances, but don't think this would be normal.)
I also think it would be good to have an option in the Publish screens to exclude unsailed competitors there - it's a natural place for this to be. Being able to control the number displayed ("First N only") is nearly doing this job, but not if you want to publish more than one fleet in the same go and don't have an alias in each fleet for all boats - and you have to think about how many boats have actually sailed. I think this is a good place to have the option to control what's published rather than using the Edit and View menu options - these are also useful but not the most natural place to control what's published.
