I'm not sure I agree. As usually described, C-S has two components:
the first, as you suggest is not dissimilar to Rinderle or even Chips, although it is much harder to parameterise, i.e. you need to use a table look up (which I find a little inelegant).
the second, which as far as I know is not explicitly in any other scoring system, is to accumulate both individual boat scores and the corresponding maximum scores in the corresponding races to calculate a number which is sometimes referred to as a 'percentage of perfection'. this does make it harder to work out just how well you are doing during a series, and what you need to do to improve your overall ranking (apart from win more often!).
If this last component is thought of as desirable, I see no reason why Rinderle or Chips scores could not be the basis for the accumulation.

Well, OK - Ya caught me. I was thinking about the ultimate objective -
that being ranking boats based on size of fleet, and then cumulative
numbers for ranking. The secondary part I also used in the past to
help figure out club champion awards for best over all taking into
account non-club events. It works, and you are also correct in that
it is a real pain in the whazoo because of table look-ups and other
calculations - It makes for one heck of a spreadsheet exercise.

I've never worked with Chips. It sounds interesting.
