Why is it when the program tries to open a .blw file from the File section it say access denied?

Setup|GlobalOptions and make sure all the paths there (if any
exist).
Try that.

In Global Options, there is a Folders tab.
In my setup, all the windows are blank except My Style Files, which is set to C:\Users\User\Sailwave_files\
You have to ensure that none are set to a location in program memory, which Windows would block access to.

I think you need to associate *.blw files with Sailwave. In Windows
Explorer go to Tools then Options then Folder Options then File
Types and in the list click on .blw and select Sailwave as the exe.
That’s for XP and I know its a devil to get there in Vista but maybe
better in Win7.

click "Clear lists" then "Cancel"
exit Sailwave
restart
You've probably opened a file from a memory stick that is not
plugged in now

Thanks for the help. I was trying to open the file with SailWave. SailWave would open but I would get the access denied. If I saved the file SailWave will open it. It was bugging me when I couldn’t even open a file that I up loaded.
