One way to do this is to set a base rating for the flying sails and change the rating for individual races where the boat competes as non-flying sails. Right clicking on the result cell will give you access to the following dialog.

Another way might be to use wind indexed ratings imaginatively!
The normal use of wind indexed ratings is for US Sailing PY
ratings that change according to wind speed band, But the
functionality could be used I think to do what you are asking by
just having 2 ‘wind bands’ one called FS & one called NFS.
Then for each race yo have to edit the race properties and set
the code FS if foiling or the code NFS for non-foiling in the wind
speed box and then Sailwave will select the right rating for use
in that race for each competitor.
The very first thing you will need to do if you want to try this
is enable the wind speed rating functionality . To do this click
Set up on the menu bar then select User interface, check the wind
indexed ratings box and save. Note this functionality is
available, as are other the options in the User interface window,
set per Sailwave .BLW file.

Our local PHRF area assigns 3 ratings for each boat - buoy, random leg
and mostly offwind. We use the Wind Indexing functionality as Huw
describes and have found it works well (as long as you enter all of the
various rating correctly!). This is only necessary when some races of a
series use one type of rating while other races use a different type -
obviously, it isn't necessary when all of the races of a series use the
same type of ratings.
In general, we don't allow boats to switch back and forth from spin to
non-spin during the course of a series as we don't think this is really
fair. So, we don't use Wind Indexing that way although there is no
reason why you couldn't do it if you wanted to.
