We hold various series over the year that have qualification criteria
based both on a minimum number of races sailed AND the need to do at
least one OOD duty (which scores average points for races sailed by that
competitor). Any idea how I set up the OOD scoring and qualification
criteria to do this?

As it stands I can't see a way to do it. You can do them both separately -
set up OOD for average points and set up a Q requirement - but there is no
way to force a competitor to have to have an OOD in their results. It would
be easy (generalised to a list of codes that must be present) to do if it
was a common enough requirement.
