I found the SVG on Wikipedia Individual Neutral Athletes at the 2024 Summer Olympics - Wikipedia
Although at the small flag size used in Sailwave the writing will not be readable.

I’ve created 2 flags and uploaded them to the Sailwave flags folders, so please give them a try
A chopped the top and bottom off to make it more readable
Hope that you think that is OK - will change it if you think I need to
