ISAF Standard Low Score / Tie Score Adding.5

I am using ISAF Appendix A Low Score standard and have a tie in a series. The Score is 2.5 and the Rank is 2. Why is Sailwave adding .5?

Sailwave is applying RRS A7:

  If boats are tied at the finishing line or if a handicap or

rating system
is used and boats have equal corrected times, the points for the
place
for which the boats have tied and for the place(s) immediately
below
shall be added together and divided equally.

  This is the default behaviour of Sailwave to implement RRS

Appendix A as written. However, it can be changed but that will
require an SI change if not already written into the SI’s to
modify RRS A7.

So if I had 4 boats racing and 2 came in 2nd place the calculation would be (2+2+3)/3=2.3 ?
