New locale system

I've had feedback from Anders of the double-menu phenomenon, which I can
fix, but other than that it seems to work. Has anybody else had time to try
it and if so do you have any quibbles to sort out before I turn the beta
version into a release...?
The reason I need to turn it into a release this soon is because there many
be non-SUG users out there developing translations using the old system...
Still to do WRT locales is:-
� Message translations.
� Publish menu translations.
� HTML (results of publishing something) content translations.
