I suggest that you try the RS Tera Association and ask them for a recommended PY.

I was the one who posted the Topaz PYs that we used last year.
As I said, they were extracted from the RYA PY team via a series of emails. They were taken from the 2011/12 club returns but, because of the limited number of returns for these classes, RYA weren't confident in the numbers to publish them.
Regarding taking PYs from the boat builder, I always suspect the figures they provide, as they have a vested interest and can, as you point out, lead to very generous ratings.

In the manufacturer's online brochure, http://www.toppersailboats.com/pdf/brochures/Topaz%20Dinghy%20Range%20Brochure.pdf, ratings are listed as follows. Even though this hasn't been updated, numbers are really generous comparing with the ones listed above.

TOPAZ UNO RACE, Sail Areas 8.68m2, PY:1240
TOPAZ UNO RACE X, 8.68m2 +8.00m2 spinnaker, PY:1200

I thought the PY number for Topaz Uno Race in Sailwave Ratings File 2012 was 1207.
Would you not mind letting us know what made you decide to use 1186
instead?
