Does anybody know for sure whether or not a RYA qualified (advanced)
powerboat instructor can sign off PB2 certificates without the
additiional endorsment of a recognised training establishment. We are
getting conflicting views on this. One person is saying the it cannot
be done for RYA sailing courses, but it is OK for RYA powerboat
courses.

This hypothetical person would not own a company and would not be self
employed, just a PBI instructor that purchased certificates, ran a
course and signed them off personally…

Also, does your club require safety boat drivers to have at least a PB2
(or something else) and if so does the club run the course for free
(since it’s their requirement) or do you charge your members and if so
how much do you charge…?

Does having a rule like this (drivers must have PB2) make any
difference to club insurance…

Can't say for sure (ask the RYA), but I thought that RTC association
(of the instructor) was a requirement for PB2.

No, but some have been sponsored to do PB3 (so they can 'advise' new
members (and some of the older ones!), and several Club Race Coaches
have been sponsored to do PB2.

Lancing SC is not an RTC.....

My understanding is that sailing instructors must operate and sign
certificates under an RTE. If someone's working peripatetically, then
they still have to sign certificates under an existing RTE. This
effectively means that club where they're running the course must be an
RTE. Why? Because an RTE's registration with the RYA depends on a
physical inspection of its facilities.

However, for power instructors, I think it can be different, as they
could, for example, be asked to run a course for someone on their 40'
powerboat which is moored at the local marina, and so a power RTE can
operate peripatetically.

A phone call to the RYA would give you a quick answer, I'm sure!

At Emsworth SC, we insist on all patrol boat drivers having at least PB2,
and preferably Safety Boat. We're an RTE and run courses (with our own
Power instructors) at heavily discounted rates - effectively for free.

Depends on the insurance policy, I think.
