Can someone please explain how to use this feature or the back
calculated handicap. Cannot find anything in the help.

Instead of using a rating file, just enter the appropriate rating
value in the rating box when entering any given competitor (or am I
missing something?).
BCR is only really useful if you export the results and play with them
in a spreadsheet. As a check, I use MSExcel to look at the plot of
normalised BCR against calculated finishing place after each race.
I'd like them all like http://194.168.97.8/~di_mike.croker/23May.jpg,
but usually they end up more like
http://194.168.97.8/~di_mike.croker/6June.jpg
In both cases I will see if the people at the extremes, especially the
'fast' end, have good reason to be there: e.g 6 June was a gusty
offshore F4, so a flat sea which might favour a Topper with a
competent, and a bit heavy, helm (= Bradley); whereas an RS700 might
well struggle (= Gary).
I will also make sure that the same people aren't featuring in the
extremes for several weeks in a row - if the do, their handicap gets
tweaked (unless there are strong mitigating circumstances).
