am having trouble editing race results in “Publish”…When in browser, find I cannot even move a line, for instance…

I think the simple answer is - you can't! Let's face it, browsers browse!! But I'm sure there is another way of achieving what you want.
What do you want to edit? If it is anything to do with the results themselves, then do all the editing - including page titles, columns, scoring, etc before you "publish". If you want to edit the 'look' of the published results you will need to copy the published HTML file into a suitable editor, I use Microsoft Frontpage and can change the layout, font, colour, etc to exactly how I want it.
