How
if the race committee imposed a specific provision that all the races nothing
is discarded even if it has completed more than 6 or even 8 race in the
competition?

Whether this provision violates the
provisions of RSS in the scoring system?

Sugianto,

  The number of discards are specified in the Sailing Instructions

for each event. These can be set or changed by the Race Committee.
There is no specific requirement in racing rules that there must
be discards.
