I've been on holiday and am working my way through a mountain of email...
In the 10 boat case I would expect the penalty to be points for 2nd place
(20% of 10 is 2.0 == 2) and in the 7 boat case I would expect the penalty to
be points for 1st place (20% = 1.4 == 1). (The RRS explicitly say rounding
to the nearest 0.5.)
So the final points would be 1,2,4(SCP),4,5,6,7,8,9,10 and
1,2,3(SCP),4,5,6,7.
The latest version of Sailwave (1.82) distributed to the Sailwave User Group
seems to do this.

I don't know if 1.57 produces the same result or not - it's very old now and
due for replacement...

PS: I've always thought the RRS are a little ambigious about when to average
tied points... I seem to remember taking advice from RYA/USSA.
