what is the difference between uspn and d-pn?
How do you use them in sailwave if there is not a 'tab' for those ratings?
what do you use if you have a mix of cats and monohulls?
how do you score 2 different open fleets in one regatta? (open mono, open multi)
Can’t answer on difference between USPN & D-PN. But to choose which
rating system is used you use click the Series Scoring button on the
tool bar then the Rating Tab.
It is possible to score 2 different fleets in one Sailwave file You need to set a difference for scoring in one of the fleets, you do
this by using the Fleet tab when in the Series scoring window.

there really isn't any difference between d-pn and USPN. The D-PN originally stood for "Dixie Portsmouth Number" and is now used as the term for the 'base rating' ergo the rating that one uses if one is NOT applying wind indexed ratings.
There is an option to click whether you are using wind-indexed ratings. If you're not, then don't click the option (this has been answered elsewhere in the thread)
I would use Portsmouth ratings if I had a mixed fleet of monos and multis, but the opinions vary on this point.
For larger multihulls, PHRF works ok, but if you're rating dinghy boats or mixed dinghy and large multis, Portsmouth is more accurate. You say you have an 'open multi' fleet, and I'd use Portsmouth for that. YMMV.
