Scoring by finish time, Rating by TCF. Is it possible to set up a scoring (penalty) code that adds 5% to elapsed time, or will this need to be entered by hand.

You will need to enter this by hand as the scoring codes effect points not time.
You can of course create a scoring code which has no effect but will show that you have applied a penalty or redress
