We had an incident in a race here yesterday that I would like to get the
group's opinion on. Four classes were racing, two of the classes (cruising
canvas and small one design) were given a 6 mile windward/leeward course,
the other two classes (PHRF and J/22) were given a 10 mile windward/leeward
using the same weather mark but a different leeward mark. All marks were
government marks. The longer course's leeward mark was offset slightly
(about 3 degrees). The PHRF boats all rounded the weather mark to starboard.
The J/22's and the Cruising class arrived at the weather mark at the same
time, 7 of 8 J/22's rounded that mark to port with the cruising class. The
8th boat protested. What is the recommended action?

Also, who did the J/22 protest and on what basis?

marks to be left to port because they viewed the course as a W/L. However,
the offset of the L mark definitely created a slight starboard triangle. The
consensus is that the SI are unclear and they will be modified prior to the
next race. The question is what to do about the protest. At this point the
protest has been upheld but the RC is requesting redress for the 7 J/22s who
are now facing a DSQ on the basis that the confusion was caused by "an
improper action or omission of the race committee" (rule 62.1(a)). To wit
ambiguous, confusing sailing instructions and course signals.
To paraphrase a former unlamented politician: it depends on what the
definition of reciprocal is. Should 357 be considered a reciprocal of 180?
