Ralph,
An update for you from the Laser Stratos Class Association.
"The RYA have 1087 this year as you have noted, and I assume because the RYA
document doesn't have a keel against the entry that this is actually for the
centreboard version. I believe in practice most clubs use the same handicap
for the keel as the centreboard version. Our club doesn't have any keels so
the issue doesn't arise here. In my (limited) experience the keel and the
centreboard boats are pretty evenly matched on the water, although the keel
does a little better than the centreboard in a very stiff breeze, as you
might expect.
The class rules don't allow use of a trapeze in racing, but any club is free
to use its own rules."
