For club racing and to promote members participation in safety & race duties, we award equal 2nd place for Safety/race duties. Is there a way I can add equal 2nd place in the respective races for safety/OOD duties for specific sailors?

Short answer yes 
Use the OOD Code and set to fixed points equal to second place.
