I agree with you Colin.

The principle works very well for Match & Team racing & common sense says
that if you tie with someone, then first of all look at how they performed
against each other

And (AFAICT) all it would have taken to fix it, is to always include
discarded races - which, when you're in a who-beat-who-the-most context
makes more sense anyway!

The trouble I personally see with what is now 8.2 is that it is ad-hoc -
I've heard people try to rationalise it, saying that it's physically harder
to win races at the end of a regatta - but an equal argument is that it's
psychologically harder to win races at the start of a regatta... The beauty
of the old 8.2 is that it was not ad-hoc.
