[sailwave] How to enter a Z flag penalty (elapsed time + 20%)

Just checked and Sailwave is not able to add 20% to the elapsed time
:frowning: but it can handle a 20% scoring penalty on positions by using
scoring code ZFP

I assume that the event sailing instructions have changed RRS 44.3c

to be a 20% penalty of elapsed time not scored position.

One way round would be to divide the raring by 1.2 for that specific race
