What is "PY"? I see you guys all referring to it, and saw it mentioned in

The Royal Yachting Association, the ISAF member nation authority in the UK,
run a handicap system called Portsmouth Yardstick or PY. It's similar to
your handicap system of the same name run by the USSA in that the rating
values are based on results sent back from clubs. There are some
significant differences though. In the USA you send back the raw results of
each race (class, elapsed) together with an average wind strength
guesstimate; a simple procedure because USSA accepts the standard Sailwave
published results, so you simply send off an email after each event or club
series. In the UK each club compiles an annual return to the RYA containing
their recommended ratings for the next season. The chat is about how to get
Sailwave to help with the annual return. I prefer the USA system because it
is oriented to be simple for clubs; it also provided more information to
'mine' statistically. Both RYA and USSA publish their findings (recommended
handicap values) at the start of each season; the RYA provide a single
default value which the club can use to set their own values (most just use
them raw); the USSA provide a default value and a recommended set of wind
indexed values - because the relationship between wind and handicap is not
linear. At least that's my take on it - many people here know much more
than me about both systems...
