I do not know what you are looking at but

The whole number nearest etc is an instruction to round down. There is an exception for .5.

Simple really.

but nowhere in the rule does it say you can round down.

I know a couple of judges and see what they say.

Mark, everyone learned in grade school that you round a .5 upwards.

I cannot believe that ISAF wants to give a rule breaker a gift by rounding down ever.

It just does not seem right.

I concede, I have had a certified judge school me as well as you guys have.

though I don’t agree.
