Or a fleet "gangs up against" the sailing committee and mutually agrees it
is only going to sail 3 races this year for the prizes, not the 10 of 19
scheduled. (Only theoretically possible of course)!

Probably not under normal circumstances; I want to get Sailwave to do what
Appendix A implies; but I'm not sure what that is... Can simplify the
scenario - championship event - good social the night before - nobody makes
it to the start line...
