[sailwave] using RYC NHC handicap for mixed fleet Race of One Design

Back in the days of PY for everything (1998) the RYA publication gave Dragons as 1029 and Squibs as 1110 cant believe the relationship between these two very standard boats has changed much

The dragon one is only recorded and not as certain.

The definitions should be on the rya py site.
