[sailwave] Worsened points

The jury decision is difficult to understand without actually knowing the nature of the infraction. I have certainly not encountered or made a decision that affects the overal score but not the individual race. On the surface the decision seems to be some form of reverse redress, which would appear to be a fairly liberal interpreatation of rule 64.1(a) “Penalities and Exoneration” by the protest committe. 64.1(a) states "When the protest committee decides that a boat that is a party to a protest hearing has broken a rule, it shall disqualify her unless some other penalty applies. A penalty shall be imposed whether or not the applicable rule was mentioned in the protest."

My vote is not to spend much effort including this in SailWave.
