If a boat receives two 20% penalties it is two 20% penalties each one calculated according to rule 44.3(c) not one 40% penalty as the calculation under the two procedures could be different.

Rule 30.2 does not limit the penalty to one per start sequence.
A boat which puts its bow over the line within 1 minute is penalised 20%, the second time an additional 20%, third time ...... until the the boat's score reaches the same as DNF etc.To score this, I would set up scoring codes of ZFP (20%), ZFP2 (40%), ZFP3 etc
It may even be worthwhile using a code of ZFP40, ZFP60 to denote more than one penaltyRegards
