Our club is small so every skipper has to serve as Committee boat once
each year. To make up for this we give them an average for those races
they are CB.
We have 2 races every Sunday and 2 fleets (Jib and Main / Spinnaker).
Earlier in the year we had very light winds and the spinnaker fleet finished
the race but the JAM fleet all decided to abandon the race. Unfortunately
the skipper on CB that day was in the JAM fleet. He wants his average for
that race. Is there a way to give him an average without scoring the rest of
the fleet ( don't want to give them DNC's)

Yes, give them all DNF's (assuming that they started)!!! As only the
'race committee' can abandon a race.
Thanks for the info everyone. The final decision is DNF's for the fleet. We forgot about
the race and left it empty all fall. So when the skipper pointed this out I had to find out
if there was a way around it. But (as I am not race committee but I do the scoring) I
realized it was a simple rules (SI) issue and made sure the race committee chair was
aware of this.
One thing to also point out to everyone is the JAM fleet started 10 minutes before the
Spinnaker fleet. So there is no question about the race being abandoned.
On this same topic I did try a way around this. I added a code (NR) with fixed points
(0.0) and gave the CB his average and it seems like a good work around this. But after
this I may never have to use the NR code..LOL

One option which I have used, if it is necessary to give OOD points for a duty completed irrespective of if the the race was actually completed is to award the boat concerned OOD points in another race in which they did not compete. It is a fudge but it works!
