Is there a way to create a scratch sheet with time allowances on it
based off the scratch boat? Or put another way, can the Competitor
List be set to automatically include time allowances for the race? I
see extra columns can be added. Can those columns be set to
automatically fill in this additional information? If this can't be
done, is there a work around for doing this using Sailwave?

I've added it to the dev plan. The only thing I can think of at the moment
is to give every boat in a race the same elapsed time and then score the
series. The Rwin column will give you what you need.
