I will be running two races in january 09 in which there will be
classes and an open class. In each of those races, there will be some
classes of 4 or more and also an open fleet of 4 or more. Do I list
all boats together for each race and identify and post classes for
scoring or must I generate a separate race for each class or fleet.

Sounds as if you are doing what we do on the Scottish Travellers. To
complicate things we ususally end up with 2 Optimist starts, 2 Topper
starts (main & regatta fleets). The nice thing is that you can create
virtual starts - to help with scoring - as well as replicating the on-
the-water situation.
I generally put all the boats into the one sailwave file, and create
starts in race 1 for each class/fleet. Then copy starts to other
races...
As long as each sail no is unique across all fleets there isn't a
problem with the results wizard.
Score grouped by fleets.
Each class will appear as a separate table - so you can publish as a
block or individually.
