It is because Colin has forced sailwave to have administrator rights as a fix for for accessing some of the directories which a normal user doesn’t have rights to write to.
If you delete or rename the manifest file sailwave.exe.manifest in the directory C:\Program Files (x86)\Sailwave assuming it is a 64bit version of Windows 7 this will remove the admin rights from Sailwave. And for the simpler scoring events works fine. If you have files in the sub directories of C:\Program Files (x86)\Sailwave that you want to write to then you will have to adjust their permissions or move them elsewhere.
The Shield icon will still be visible for a while but will eventually go when windows gets around to refreshing the icon cache or if you want you can force windows to refresh the icon cache. Just do a Google for this but its easier just to leave it and it disappears after a day or so.

Hi Jon: Thank you for the prompt reply. But! Sailwave on this land
based Win 7 64 bit computer has the manifest file in the Program
Files (x86)\SW folder. But I don’t have the problem. The old
shipboard laptop is 32 bit. I removed the manifest file from Program
Files\Sailwave and it made no difference. Both computers are set up
the same way with me as Administrator.
I will go back and look through older postings on the Forum to see
if there is any mention of this. An older iteration of SW would work
but I can’t find one. I run simple dingy regattas with nothing
complex.
