Changes summary:-
Allow a series recorded as elapsed times to be scored without a rating
system set.
Move the exclude competitor button to the bottom of the tab sequence in
Edit+competitor.
Optionally publish -Ewin and Rwin columns.
Optionally publish corrected time column.
Fix access to special prizes.
Don't show legs as discarded in cumulative races.
Fiddle with styles.
Remove dev tab from About box now it's on the web.
Fix problem with locale path.
