version naming simplifications

I can't remember if I've mentioned this before but the beta version naming
can cause massive confusion at times so I've set things up that every new
version created will be a simple increment of the previous one. Such a
version will always be available from the SUG the with special public
releases now and again on the website. As such the next verison will be
1.59 for SUG only (1.58 has caused enough trouble, so we'll skip it).

for example:-

1.59 SUG
1.60 SUG
1.61 SUG
1.62 SUG
1.63 SUG + website
1.64 SUG
1.65 SUG
1.66 SUG
1.67 SUG
1.68 SUG + website
1.69 SUG
1.70 SUG
etc

It means that public releases jump numbers but that can appear to happen if
you don't visit for a while anyway.

The public releases will happen when changes settle down and no problems are
reported (or at least, very few...).
