Wind Indexed A/B factors for PHRF TOT

Hi Colin,
Any chance of incorporating wind indexed factors for PHRF TOT scoring?

Specifically I would like to be able to vary the B factor based on
the wind strength similar to the functionality used for wind indexed
Portsmouth ratings.
