In the RRS Appendix B “Windsurfing Competition Rules” B8 changes the tie breaking for series ties in appendix A8 so that the first tie break is using the best excluded race score.
If there currently a way in Sailwave for this tie break rule to be complied with?

Short answer to your question is yes.
To enable the functionality you are looking for is made available
by:
Clicking Setup on the menu bar
clicking User interface
check Non-standard series tie options
Once this done click Scoring button on Tool bar
Select Series tab
Check “Apply ISAF Appendix B 8.8…”
Click OK
Now score away
